Is the Nokia 6820 a Symbian phone? If it isn't, then why is this section called "Nokia Symbian Phones: 7650, 3650, 6600, 6800, 6820, Ngage"???

nope the 6800, 6810 & 6820 are not symbian. they are all like the other s40 phones. some features added everynow and then in these phones.
