Nokia 6230 - Phone blocked?

Hi guys.

I've just bough a new Nokia 6230 from Ebay (possibly rather foolishly). When I turn it on it says "Phone blocked". Underneath it says "Undo" but when I press this nothing happens.

Have I bought a stolen phone or can I just get it unlocked? If I go to get it unlocked then put in a new SIM card will it then work, or has the handset been rendered useless?
