i need a restriction password

hi all, i have this little problem, i buyed this nokia 3595 cellphone on ebay, and it sayed it was unlocked, so i buyed it becuase i'm giogn to use it here in mexico with telcel, so now that i have the phone and inserted the sim card and it says "phone restricted" and then you can put a restriction code or password to unlock it, so i ask the seller the code but he didn't answered, so i'm asking you guys some help, this are the phone numbers...
