But is PTT hardware or software based??? :-?
If software is there a s60 app for it?

You can use push to talk with agile messenger v3, and it works quite well.

Does it have to be Agile to Agile and Fastchat to Fastchat.
Or can you send to a phone with PTT (6260, 5140 etc.).
Also, About how much does it cost per message.

Yeah, for series 60 only. I've only used agile, and that does it over MSN, so its agile to agile or agile to PC only. It wouldn't work with other push to talk equipment.
