I'm trying to convert .mp3 to .wav for ringtone purpose. But the file size is too big . Is there any software that can make it smaller ( of course the quality will not be the same , what matters is the volume of it ) . And i'd tried converting .mp3 to .ogg and .awb . Both file types has too slow volume level . I want a louder one . One like .wav will do . Any idea or suggestion bros ? Cheers :)

You can use programm like Mp3 Direct Cut to cut Your file. (I think 10-15 sec will be enough for ringtone) and convert it to wav.
Also try to edit bitrate (to 60-100 Kbit/s)
But I thing ogg is better

Yes , i'd tried using MP3 Sound Cutter . But it takes alot of space . 2 Questions though .
1. What software for editing bitrate ? Easy to use kind .
2. OGG is good ? Don't think so . It's too soft . Or is there a way to make .ogg's files' volume louder ?

I use ogg converter prog.
You can convert mp3 to mp3 with it and edit bitrate and then convert mp3 to wav

mp3 surgeon not only splits mp3s into bite size sections for ringtones, if you require smaller files, but also converts to wav. By far the best mp3 splitter in my opinion.
