Yes, an IMEI change is the only solution, since phones are blocked/barred though their imei.

Changing the IMEI is a very hard task, since you need special hardware equipment, microsoldering equipment and skills, a replacement IC, etc. There is an imei changer out there, but I have not tested it.

There are two different things.

The code that you tried is to UNLOCK the phone. Phones are usually restricted to accept SIM cards from a specific provider. Unlocking the phone enables it to operate with any provider.

Now, a BLOCKED phone is a very different thing. A blocked phone is a phone that has been reported as stolen/lost, thus the provider blacklists its imei, preventing it to connect to the network. As usually providers share their blacklists, a blocked phone will not operate with any provider inside the country where it was declared stolen/lost.

Regarding the lock issue, if the phone is saying "cannot undo restriction" then unlock via codes is not possible anymore and you need to take it to a shop (here, we are talking about 30USD max), or buy a box to unlock (now we are talking about €150 to €400+).

About UNBLOCKING, the only solution is to change the imei. The basic problem is that it's illegal in most countries. Second, the equipment needed is around 3000USD (microsoldering equipment, hot air station, UEM replacement chip, equipment to write it, a box, etc.) Plus, the skills to do it.

I don't know how much a repair shop charges to change the IMEI really. That IMEI changer, if I recall correctly, costs about 50-100 USD, and it "patches" a new imei. But I have not tested it, though some users reported it works within its limitations (it only works with some specific firmware versions and models, and as soon as you flash the phone the new imei is erased and the phone comes back to its original imei).

I hope this explains better!

Flashing the phone is changing its firmware.
