sharp gx30

Hi, I found a gx30 sharp along a parking in Belgium.
As I startup the phone it seems to be from vodaphone and the provider is
SFR france.
When I put in my sim i get "sim mep lock failed" or that i am not using the wright simcard.
imei is 351686005717021 can anyone see what the problem is or give me a solution.
