Options for unlocking 3120, carrier unknown

I made the mistake of buying a phone which is locked to vodafone, however I don't know what country the phone is from / locked to (phone made in Germany).

Given that I don't know exactly what carrier the phone is locked to, is cable unlock my best option? (Do you need to know the carrier to do a cable unlock?) Or would you recommend blindly trying more codes and then having to clip/box unlock...

Any thoughts would be much appreciated...
