New 3200b hardlocked from purchase?

Hi,

I have a Nokia 3200b (RH-31) that I bought in Mexico a year ago. It is locked to the provider "Telcel". F/W is 5.29 (22/10/04).

I tried to unlock it with "NokiaFREE" but I always immediately got the message "Not Allowed" - I never saw the message "Code Error", and even after trying many codes I always simply get "Not Allowed". I have never encountered "Cannot undo restriction" either.

Is it possible that this new phone was hardlocked already when I bought it new from a mobile phone shop, because the provider does not wish for it to be ever unlockable? Or does the 3200(b) have different error messages?

If there ever was any hope of unlocking such a phone, what settings should I have used in "NokiaFREE"?

What did you type into the phone?

Certain phones will only allow you to unlock a certain restriction level

Ie It doenst allow you to undo level 1 (+1) but it will allow you to undo level 2(+2)

Try calculating the codes with a GEN that is not blacklisted, thus not waste your unlock attempts ie 32802 or 32821

I originally tried to use level 7 and level 1 codes from the V2 GEN (33820), and then I tried Griffin New (34144), so if I had any unlock attempts they are probably all wasted now.

I have now tried 32802 and 32821, but I always still get "Not Allowed".

I thought that if I type the right code I will at least get "Cannot undo restriction", but I never get that, so either this phone always uses the same error messages, or it was hardlocked already when I bought it and it could never be code unlocked.
