Something a little Weird

Found this on another site anybody got any ideas why this is happening


"My 8290 was locked, and said "SimCard Registration Failed". I got a F/MBUS data cable and used EEPROM TOOLS 3.1 to unlock it. It said all four locks were open. The phone no longer says "Simcard Registration Failed". So I take it to activate and my provider says it still is locked. They said it has a "subsidy" or "simlock" on it. I thought tools like EEPROM TOOLS or ROLIS NOKIA TOOL 1.8 would remove this. Is there another piece of software I need? Thanks"
