3650 problems major help needed

hi all i am wondering if any of you people can help me i have a 3650 but every now and then i recieve no signal to get a signal i have to turn off my phone and then turn it back on again so all i get is people not being able to reach me also i have apps on my phone i need to get off my phone but when i use infra red on my laptop it says unable to delete as files may be read only or in use i no they are not in use but i need them off my phone they are on my phone memory can any one help please
