yes its true, only codes provided by your network can unlock the phone, why wouldnt you believe ALL the posts of Mods etc saying this... search first and believe in the knowledge of others...
and since you know its a BB5 phone, please post in the BB5 section from now on when referring to a BB5 phone!!!

c) The only way you can unlock your phone is by contacting your network provider directly
