Need Help

I´m totaly lost when it comes to this stuff. I´ve got a Nokia 7650 that someone forgot at my restaurant, they didn´t come back asking for it so I decided to keep it now. It seems to be locked. When I use my sim card in it people can call me but when I try to call out I hear a strange tone and it disconnects. Is this something I can unlock giving the IMEI number as peope do here or is it only operator locked phones that can be unlocked??

The phone has been reported as lost or stolen and is BARRED... you cannot legally do anything with the phone (i.e. change IMEI number) and its pretty much useless...

Depending on your country, it might work fine on another network, other than the one it is barred on....

Yeah, I thought that was the case, to bad thoe on otherwize a great phone.

For educational purpose only is it complicated to change the imei number on it ?
