Nokia 3595 unlock help!!!

hi i have 2 Nokia 3595 phones and have been searching forever for a way to unlock them...my mother bought them for my sister and i, when she was in the USA last year ....when i put a vodafone(new Zealand) sim card in it says "phone restricted" I have called T-Mobile(USA) at least 5 times and although i followed all their rules...each time i call they have no record of my previous call etc and today when i called now they have no record or one of my phones... so ive had it. if anyone could help i would really appreciate it
