Need help on this message

At the bottom of the page where you get the free unlock codes it has the following message:

[COLOR=Navy]dont try to enter this codes at same unlock level more than 2 times or your phone will dead.[/COLOR]

Please could someone explain to me what this means.

What is the unlock level?
What does it mean be dead?

what it means is that you only have 5 trys with the code before you need to use a cable and software to unlock the phone the phone will still work so it is not really dead.
