If a handset has been reported lost or stolen to orange and they lock it can it ever be used on the orange net work again even if it is unlocked ..the handset in question is a T100

Yes it can be done it would require you to change the IMEI number to one that works on the orange network

however

I must point out that IMEI is now illegal in the UK as of 04/10/2002
