What do you mean "Ring out"? It doesn't make calls, or it won't ring?

doesnt make calls or receive any calls

If it has full signal, but doesn't make or receive calls, then you have corrupt software! Just reflash with a new file! The full tutorials on flashing and updating is in the Forum FAQ!
