Sounds like the phone is already unlocked....... Have you tried another sim card in the phone?

    No Luck

I tried a different SIM card, but the phone says "Phone restricted" And when i tried the 2nd code, it says the same thing "Cannot Undo Restriction" I think my friend might've tried to unlock it but permanently locked it, and that's why he gave it to me.

Any other methods? Thanks in advanced

it can only be done with a data cable and unlocking software direct...

I think the JIC unlocker might do this one.....not 100% sure

how much will this have to cost and does most local cell phone stores unlock for you or is it considered illegal for them to do it?

it's not illegal..the service providers lock them as they often subsidise the cost of the phone...

it's only illegal to change the IMEI, or it is here anyway

not all stores do it but I'm sure if you look around locally someone will do it
