nokia 7210 problems

Hi please help !!!!.
Just bought a second hand nokia 7210 in a pub. (DUH!). Everything seemed ok as it read my sim (Voda Payg), could enter menus etc but the problem is whatever number i dial it wont connect. Does this mean the phone still needs to be unlocked ?. If so how do i get the codes or it it something else ?.
I am new to this as you can tell so please help

seems like you have been stung mate if you cant make calls but get network singal it genreally means the phone has been barred or this is how i understand it please any1 correct me if im wrong, i think if you try sending a text and it sends the phone is definatlly barred, just out of intrest did it come with a box?
