That component is a smoothing capacitor and is used by the CCONT chip next to it (which is the phones power management) and this will be almost certainly why it will not switch on.
I have seem those sort of scratchmarks before, usually indicative of somone having signal/charging problems and deciding that some of the contacts must have got so gunked up that the phone will not function, this however is hardly ever the case, and usualy is a problem with the CCONT or HAGAR (above CCONT on picture). so beware that the phone may have other problems as well as this capacitor.
I could try to repair it if you like, I have access to hot air stuff at uni. I also have the 8210 service manual somewhere if you want it, but you will need an e-mail address which can handle more than 5meg.
