i'm 99% ceratin that is FALSE
i think there is a "law" against locking handsets to a sim card
They used to do this (long time ago - mid 90's) and had to stop.
One of the guys who have been around a long time will let us know the full facts or possibly a mobile phone shop re-seller, if indeed it has changed.

i bought a 6510 that was simlocked to vodfone. needed to unlock it
