Does anyone know if the UK IMEI Database is publicly accessible?

I have bought used phones that have been blocked & don't want to make the same mistake again.

No it's not and I dont think it will ever be as that would be to easy for people to uses the info on there for other means, anyway all 4 network's now have a number you call enter the IMEI it will tell you phone type and if it's stolen/lost or not.

Can't be assed to get the rest but you can use the numbers for any phone on any network, I used the T-Mobile one to check out my 9210 on orange and that came back OK.
