Best Program to Covert wav files to small size but good quality

can u plz tell me what program can i use to convert wav files to smaller size but still in good quality. can u also tell me how... thnx!

Sound Recorder....(assuming you're using Windows):

Start->Programs->Accessories->Entertainment->Sound Recorder

Use this to crop the file to the extent that you want/need for your ringtone or whatever....I usually keep around 30sec or so. The program is pretty much self-explainitory, just move the cursor where you want the clip to begin, click edit->"Delete before current position". And then move to the end of the clip you want and click edit->"Delete after current position". When you are ready to save, go to File-> Save As, and then change your format to: PCM 16.000 kHz, 8 bit, mono. Anything higher in quality is a waste (of space) and this seems to be a nice medium in quality/size. Have tried the "GSM 6.10" and I think it's absolute crap in quality, but you can decide for yourself...

P.S.-> I recommend doing a volume increase while you're using the program...just go to Effects->Increase volume by 25% (click it about 3 to 4 times, depending on how loud it is to begin with...)
