T28 Can`t power on

I write eeprom to my phone,then the phone cannot power on.

What the problem and how to solve it ?

I think you've burnt your eeprom. It happened to me once, I wrote the wrong eeprom to my T28, and it burnt it out. Luckily, my phone was still under warranty, and the techs from my sp were clueless and didn't know it was tampered with, so replaced it. You can keep trying to flash it with a different eeprom (maybe the original?), but I think it's dead.
