Unlocked a 5100, new owner now says it has a restriction code?

Hi,

I had a Nokia 5100 on the Fido Network in Canada. I used an unlock code from bilemo.com, and the phone displayed "restriction cancelled" before again displaying "insert sim card". I took this to mean the code had worked, right??

Anyways, I sold the phone on ebay as "unlocked" and the buyer has now said the phone "seems to have a restriction code". Does this mean the unlock code I entered didn't work, or does he mean something else like a security code?
