8210 charging problem

this 8210 does nto charge at all, even though when its turned on and i will connect charger, it will say 'charging' but afterwards, the battery indicatoe will not move upwards, only steady...

if the fone is off, no battery icon will appear.

help is needed.

i tested the voltage on the battery terminal while the unit i with charger, and the reading is lower than to expect. what part should i repair first? there is low voltage so the unit will not charge properly...help!
