can't open eeprom 3.1

hi
what's wrong? or is it me?
downloaded eeprom tools 3.1 unzipped it then wen i double click the icon to open it error message:-
(component 'MSCOMCTL.OCX' or one of it's dependencies not correctly registered a file is missing or invalid)

i used to have it on my computer and used successfully till my computer crashed but now wen i download from different sites including this forum i get the message above
Q-- can anyone tell what is wrong

Here is the file. Copy it into your windows\system folder.

OK!

Ectract the file into a temporary folder. Then copy it into your windows\system folder.Use WinZip.
