8260 Camping, Wait_Order. Not completing calls.

I have an 8260 that i used Wintesla 2003 and another program to switch from the Cingular Network to Cellular South network. The phone will not complete most phonecalls nor recieve all the call either. I look under field test screen 01 and watch it go from Camping to Wait_Order when i call the phone but the phone is not ringing. Also I will have to redial several times before i can make an outgoing call. The phone is showing full strength so I know it should not be a reception problem.

All i did was unlock this phone and it did the exact same thing!
did you ever find a solution ?! I need help!
