A carrier phone, even though unlocked at all levels, can always be re-locked over the air by its carrier of birth when you happen to pass under a strong area of reach of that provider and they just happen to shoot over an "IRDB" programming protocol over the air as they do randomnly to secure their handset investiment.
Bottom line : while everything is possible with money and connections, there are certain instances in life where technology is going to bite you in the ass and make you spend more and more if you want to outsmart it.
