Please Help Me Unlock My Nokia 3650

PLEASE HELP ME UNLOCK MY NOKIA 3650, I just got this phone off of e-bay, I put in my sim card from my other phone and it says SIM unaccpeted ~ so I am assuming that it needs to be unlocked.

I appreciate your help, before I try this 2nd code ~ I was wondering if I am doing this right, my service provider and sim card is Cingular but the phone I am trying to unlock was a T-Moblie phone. So am I correct to say the service as Cingular, since that is what I want it to work on.

Also should the sim card be in the phone when I enter the code or after I have entered it??

You are going to think I am a pain but it said code error again, when looking at the battery it says made in Japan (does that mean the phone is Japanese instead of USA??) . Someone else told me to use the # on the battery as the IMEI #, that is completly different then they number the phone gives. The battery # is:067039811124308422
