Call Barring or Call restricting

Hase anyone got this working on a T720 that will take the time to teach me how to make it work?

I have been told that it is controlable on the SIM chip but that I have to activate PIN #2 on the SIM to activate the feature in the phone???

I am lost...........

I am trying to also restrict unwanted outgoing calls on a V60ti
