Locked or Faulty? Text fine - no voice!?!

i hope someone can help - not sure if my phone is locked or faulty.

I can receive and send texts, but cannot make or receive voice calls....?

that to me sounds as a BARRED fone
Due to have been reported LOST or STOLEN
if this is the case
the fone will not work ( better take it to the Authoratis)
