I have tried all three codes but none of them seem to work. When i insert a non oroange sim it says "Phone Restricted" and when in insert my old orange and dial a number it says "no network coverage" any suggestions?

no network coverage would indicate a blacklisted phone that is either lost or stolen..

see if you sim card is working
bu trying a simcard in an other fone to check can be that sim card is not compatable with fone

If the 3100 I purchased is lost or stolen, is it still possible to use it abroad?

yes you can usae it abroad
cany be used only in the contry that it was reported as stolen
for example
FONE is ORANGE UK " Reported stolen "
wont work in the UK
but will WORK all over THE REST of the WORLD
