Flash options for 3100

Hi,
I received a nokia 3100 from cingular and noticed that I cannot manually choose the network, an option that is described in the nokia user guide. The option is simply missing from the network.
I assume that this is due to a custom firmware. What is the cheapest way to flash this with a generic version. Options are to buy a cheap flasher, or to have it done by someone else.
I am not and don't want to be a professional flasher. So I don't want to buy Griffin or similar. Price should be <$50. If this is not possible, how do I find someone locally who does this???

Go to a local shop then..its the cheapest way...
