Now referring specifically to tracfone, there seems to be an issue with this handsets. It would seem that unlocking these phones makes accept another sim cards, but it is still not possible to make calls since the "air tank" is empty.

I'd suggest you to use the search engine on the 'tracfone' word and you will find out the exact problem, that has been discussed here.
